Does Migrator.Net offer any way to migrate to a certain version
relative to the current version? For instance, if I am currently at
migration 10, and I want to rollback to version 9, is there any way to
tell migrator.net to rollback 1 version, rather than explicitly
specifying version 9?

No, I don't think that's a feature currently.
