Applicationmdi menu rights

Is there a way to globally restrict user access to all menus an application (applicationmdi) by defining a new right/role except for one menu item vs. having to assign a deny for all the menu items for a role that the user should not have access to and a grant for all the menu items the user should have access to?  Just looking for a simpler way to do this.
