Hi all,

I was using the Web App while working on a ticket for the Fineract backend, and I believe I managed to find a bug related to the Bulk Loan Reassignment feature on the frontend. 

When submitting the form to reassign loans, an error "The parameter Id is not supported." occurs. I believe the officeId, which is intended to populate the dropdown list of available loan officers, is incorrectly being sent to the backend along with the proper arguments for date, loan officer A, and loan officer B. 

I think this should be a quick fix. I see in the codebase where it is sending all of the form items, not just the supported ones. 

My questions are:
1) What are the proper steps to fix this issue? Should I just make a PR or is there a Jira page for me to create a ticket first?

2) Is there another place I should write about these technical issues besides in the group email?

I apologize if these questions are obvious. I am still learning all the proper procedures.
