Is there a way to keep the speed from returning to the default each
time the .mid is started or stopped? I can get only v1.7 to work on my
xp notebook. Maybe 1.8 doesn't have this problem.

The speed will changed by the midi event when playing midi file, some
times you changed the speed will changed back by midi event, maybe this
is a issue, I think use scale instead of value of speed will better.
