I'm running Lightroom 6.14 (permanent license version) set to English language on a German Windows 7 system with German keyboard.
Adjusting the brush size or feather size for local adjustments doesn't work. The brush and some buttons and texts on the right panel flicker, but no changes happen.
On a German keyboard the corresponding keyboard shortcut for typing '[' and ']' are ALT+8 and ALT+9. ALT however also alternates the functions of some buttons as seen in the screen capture above. For the short demo I'm tapping on pads of my MIDI controller assigned to "brush size +", "brush size -", "brush feather +", and "brush feather -".
When my keyboard is switched to US English it works fine. Is there a way to fix it so that I can work with the German keyboard setting?

Yes, there is away to make this work, it was put into the FAQ a few days ago. https://github.com/rsjaffe/MIDI2LR/wiki#faqknown-issues
If you are who I think you are then you know where to find me ;-)

I don't know who you think I am...

Are you referring to the FAQ entry about mapping shortcuts as described on Lightroom Queen's page?
I tried that and added the following lines to the file C:\Program Files\Adobe\Adobe Lightroom\Resources\en\TranslatedStrings_Lr_en_US.txt:

"$$$/AgDevelop/Localized/BrushDecreaseKey=["
"$$$/AgDevelop/Localized/BrushDecreaseKeyShifted={"
"$$$/AgDevelop/Localized/BrushIncreaseKey=]"
"$$$/AgDevelop/Localized/BrushIncreaseKeyShifted=}"

It still doesn's work. Have I done anything wrong?

Interesting that there are 2 persons with the same name that I know using LR.

You can not use those keys because LR does not like AltGr, what you must do is to find the keys in the german TranslatedStrings and use these to create the english translatedstrings file. This will be keys like .,;:+*

Well, as soon as there are multiple photographers with the same name, chances are that they are using Lightroom... ;-)

Alright, I have replaced these four lines with the ones below. Now it's working! Thanx very much for your help. I really love being able to adjust the brush size and brush feather with MIDI knobs now.

"$$$/AgDevelop/Localized/BrushDecreaseKey=,"
"$$$/AgDevelop/Localized/BrushDecreaseKeyShifted=;"
"$$$/AgDevelop/Localized/BrushIncreaseKey=."
"$$$/AgDevelop/Localized/BrushIncreaseKeyShifted=:"
