Subject: Draft Public Comment for RTA Mtg (Revised)

DRAFT MAT PUBLIC COMMENT TO MAY 26 RTA MEETING (Revised)

As Team Leader for The Middleton Action Team, I am here today to add our support for responsible energy and transportation initiatives for the Dane County region.

One initiative in particular is the Middleton Transportation Center Project that we envision as a key transit hub for the overall regional network.  This project will, among other things:

-                            link University of Wisconsin academic and research activities to established Middleton Area business centers and living areas

-                            provide for safe and convenient access to and from downtown Madison

-                           attract more riders to an energy-efficient regional transit system

-                           alleviate parking requirements and congestion in the central core area

-                            integrate (with MG&E participation) renewable energy systems into the Middleton transit hub

The proposed location at the intersection of University Avenue/US 14 and the West Beltline/US 12 is a natural western transit gateway to the greater Madison Area.  As you are well aware, this site will provide direct access to METRO regional bus routes and future rail transit options.  Community access will include a regional bicycle trail, taxi stands and drop-off points for local shuttles.  Park & Ride capacity will serve a growing cadre of outlying commuters in the US 14 Corridor.  City traffic planning initiatives will manage traffic flow at the hub.

We believe this project could serve as a model for joint consideration of regional transportation and land use concerns. Desirably, all RTA sponsored projects would be coordinated with City and County Planning and Zoning programs.

The City of Middleton has already applied for scarce federal stimulus funding, for which the competition has been fierce to say the least.  While the first City application was not selected for funding, there will be follow-up applications for any available grant dollars.  Our request to you today is that you consider a formal RTA endorsement of the Middleton Transit Hub project as a future component of the regional transportation network.

Thank you for your consideration of this request.
