Dear Oregon Dept of Environmental Quality,
 
Oregon DEQ BioSolids Permitting in Lincoln County Application Permits Extension of ODEQ Public Comment Period.  The current Public Comment on Biosolids deadline on 12/21/2018 at 5 pm is too short for proper public comments. Biosolid applicants have let their permits expire, some not valid for years.  The short comment period has not provided the Public with enough time to submit letters.  ODEQ audio hearing tape was not available until yesterday.  Considering this is a Very Controversial Community Issue of Public Safety and long standing lack by applicants to Avoid Soil Testing.  The ODEQ provided long public Comment Period for the Controversial Jordon Cove extended to Long Comment Period.  Due to ODEQ just posting the Official Audio version yesterday, I have not even been able to post this audio tape to Social Media before the deadline this afternoon. 
 
Such a short Public comment is completely Unfair to the Public’s ability to make proper Public Comment.  Six business days & One Day for post ODEQ Biosolids hearing is completely Unacceptable to the Public.  The hearing notice was provided and we had a good turn out for a Community Hearing less than two weeks from Christmas.  Considering the Public is very busy with Holiday activities, only six business days, one day for Biosolids Audio tape review, Controversial Community Drinking Water Issue, Lack to Time for Public Comment for Local & State Environmental NGO’s to go to their Boards to allow Public comments, other Government entities' like the Coho Business Plan Joint Committee, Oregon Central Coast Estuary Collaboration, further comments from the Siletz Confederate Indigenous Tribes, MidCoast Watersheds Council, Siletz Watershed Council, Salmon Drift Creek Watershed Council, Alsea Watershed Council, Mid Coast Water Planning Partnership, Save Our Siletz River, & the General Public have not had enough time to provide proper Public Comments.   I have a video to upload & send from the Siletz Watershed Council meeting December 18, 2018, I need to submit.  Mid Coast & Salmon Drift Creek Watersheds Councils meet yesterday, without time to ask their Board to make Public Comment.  This is true for all NGO’s without enough time to make Public Comment.  This is just the beginning of the list.  
 
Please reconsider & immediately extend the Public Comment period for 60 Days.  The Applicants have had years of non-compliance for their permits with complete lack of compliance for required Soil testing not provided.  Applicants are being allowed to push through as a pre-determined automatic acceptance of their Biosolid applications, without ODEQ allowing enough time to make Public Comment by all involved parties, including other Committees & Government processes to make Public Comments.  These Class B Biosolid are more Dangerous to the Public Drinking Water.  But, also to our Estuaries and Marine Life. 
 
We Demand a longer Comment Period of 60 to provide Public Comment.
