Hi All-
OWRD is looking forward to talking about conservation next week – particularly OWRD’s role in conservation for agricultural users through OWRD’s Allocation of Conserved Water program. In addition to our 30 minute presentation on conservation, and since there is a good chance we will be presenting via teleconference given the predicted snow conditions, Teri Hranac and I wanted to share three handouts OWRD helped develop aimed at encouraging conservation:
1) Domestic Well Tips during a Drought – although this is targeted at addressing low well levels during drought, many of the actions included are conservation type actions
2) Saving Water Outside – conservation tips for outside the home
3) Saving Water Inside – conservation tips for inside the home
We will send the presentation and an additional handout following the meeting.

As discussed at your November 2018 meeting, DEQ’s TMDLs program submitted a pre-proposal for targeted ground water monitoring in support of TMDLs development to our internal review team. Specifically, we are evaluating options to collect data to support estimates of nutrient inputs to the Siletz River from ground water (and potentially seeps & springs) that will provide parameters for a water quality model. This monitoring proposal is NOT solely focused on assessing impacts of biosolids on shallow GW or surface water, although that activity is one potential source of nutrients.
Assuming that we are tasked to prepare a full proposal, we are seeking additional information to support the proposal. Members of the Self-Supplied Workgroup may be assembling some or all of the following:
1. Status of Lincoln Co Health domestic well program proposal;
2. Status of efforts to identify/locate shallow wells (domestic, agricultural, etc.) in the watershed (Moonshine Park to Ojalla bridge; approx. RM 52.5 to RM 31);
3. Status of efforts to secure landowner access agreements for collecting samples;
4. Specifically, location of shallow wells within 0.5 mi of the Siletz River in this segment;
5. Springs that routinely flow and have a distinct point of discharge to the River (as opposed to area seeps);
6. Any other data or information relevant to identifying specific monitoring locations.
We identified the two community wells (Logsden Community Church and Lincoln Co/Moonshine Park). We have radius for the estimated 2 year time of travel; those are deeper wells and not likely to be within the scope of the monitoring.
Please let me know if the Workgroup members can provide any information to address the list above.

What are we thinking about meeting cancellation due to weather? I know all the roads are really bad today and may clear up by tomorrow. I am in favor of not risking it and just postponing to maybe next week or earliest convenience.
