In the Governor’s budget, on page 132 it states “The Budget includes continued support of place-based integrated water resource planning which partners with communities to understand and meet their water resource needs.” Additionally, on page 147 it states “The Governor’s Budget invests in the Oregon Conservation Strategy, the Integrated Water Resources Strategy and the Wolf Management Plan.” I did not find any other references to either ‘place-based’ or ‘Integrated Water Resources Strategy’ (IWRC) in that document. I suspect there is no specific amount called out, possibly in expectation that the legislature will again allocate funds to support the pilot programs. Though whether such support is for the existing pilots or new ones is not mentioned.
The Agency Request Budget (https://www.oregon.gov/energy/About-Us/Documents/2019-21-Agency-Request-Budget.pdf) has Fish and Wildlife asking for 1.67 FTE for IWRS, though nothing on place-based planning. I found no reference to ‘place-based’ other than the past allocation in the 2015-2017 biennium. I also found no reference to ‘Integrated Water Resources Strategy’ nor ‘IWRC’ that requested specific budget amounts.
