Self-Supplied Working Group Notes

January 9, 2019 Newport Public Library 1-4pm

Attendance: Jo Morgan, Amy Chapman, Nikki Hendricks, Alan Fujishin, Cyndi Karp, Leon Nelson

 

1. Amy Chapman, Lincoln City reported on the Domestic Well Grant status and Sediment Sample results.Domestic Well Grant

Sediment Samples

  • Samples were taken in October 2018
  • Amy oversaw the QA/QC
  • Samples were taken by the Save Our Siletz group
  • Concerns about biosolids applications affecting nearby wells led to these samples being taken
  • There are 3 areas on the Siletz River where biosolids are applied
  • ALS Environmental conducted the analyses
  • Results were non-detect for 23 contaminants
  • See recent related Lincoln County Commissioner’s Press Release
  • Lincoln County Commissioners remain committed to doing more testing to better understand the potential effects of biosolids applications on nearby wells

Domestic Well Program Update

  • Amy applied for a grant to do well testing through the Domestic Well Program
  • The Program may award 2 grants but will not say more until they know they have the $
  • Due to federal shutdown, the $ amount/available may not be known until the shutdown is over
  • Samples will be tested for arsenic, coliform bacteria and nitrates
  • If a sample comes back with elevated levels of arsenic, coliform bacteria or nitrates then an Inorganic Contaminant (IOC) and/or Volatile Organic Contaminant (VOC) test would be done.
  • Amy asked for input on when these tests should be conducted
  • We called Paul Measeles, ODA’s hydrogeologist for advice. Paul thought VOCs did not make sense because the biosolids are typically aerated before being applied. Cyndi observed that a large quantity of non-aerated biosolids had been deposited, so VOCs might be important to test for. Alan suggested asking DEQ’s Source Water Assessment staff for advice on best practices for sampling.
  • The depth and soil the well is in is an important factor to consider to be able to know best times for sampling. However, most wells in the area do not have well logs.
  • Edge Analytical will do the testing

 

2.  Went over DRAFT Focus Issue #2: Water Conservation Priorities and Opportunities

 3. Action Items for next meeting:

-Nikki to ask Rachel Lovellford of OWRD to speak at next meeting about the Dept. Conservation programs in action and available. 

-Nikki and others are encouraged to call agencies and other NGO’s for conservation programs, incentives, etc to present and add to the Focus Issue #2.
