Finley NWR open during govt shutdown?

I was toying with the idea of heading to Finely National Wildlife Refuge and was checking eBird to see what has been reported lately. There are no birding reports for October. Is this just a lag on eBird or is Finely off-limits?

Hi Kate

It was open yesterday. Cabell is pretty exciting - nothing rare (except the black-necked stilt) but good numbers of expected shorebirds and a few white fronted geese and egrets along with waves of swallows and those amazing pelicans.
