I am trying to install a windows service under a local account. The
service needs to be able to connect to a database on another server. I
really don't want to change the account to be a domain account. What
is the best way to do this?

You have to activate your desired Protocol @ SQL Server machine > services
then you have to create a database user / account @ SQL Server machine
now you have to connect to the SQL server via "SQL Server authentification"
