maxOccurs only useable with content = eltOnly?

Hi,

I have been trying to use the maxOccurs and minOccurs attributes on the
s:element element and found that they would only work when the content
attribute on the parent ElementType element is set to eltOnly. I have been
searching the docs and spec thoroughly and couldn't find anything on it. Is
this by design? Is it a known issue? Couldn't find anything in the KB
either.
