when save it automatically adds <?xml version="1.0" encoding="utf-8"?> to the
start of the file. im aware this is a proper xml format. but i am using it
with a parser that cant handle this xtra line and would like to just see it
start at root. is there a place i can download an earlier version of the app
or can turn this feature off?

Then your parser is broken and needs replacing.
It's an unacceptable business risk to use broken software.

Or, he is using a legacy parser and for business reasons can't upgrade.
