One way is to use the Character Map program that came with Windows.
Another is to use the Alt codes on the keyboard.
Hold down Alt as you type in the character code number.
Alt + 0245 gives õ
Alt + 0231 gives ç
Alt + 0227 gives ã
Alt + 0241 gives ñ
Alt + 224 gives Ó
Alt + 226 gives Ô
Alt + 228 gives õ
This makes use of ANSI and (Extended) ASCII character codes.

I think I'm confused. The procedures for getting foreign characters
described by Kevin James and RoadRunner for Works 2... appear to be exactly
the same as those described in my Works 4.5a online help. What am I
missing?
