American politics is becoming more plebian, not less. Both major parties remain beholden to public opinion despite what cynics might claim, and the primary process in both major parties is quite accessible for different proposed directions to compete. Ideas can and do win primaries because tribalism is a second-order effect. If Burke-ians are failing to resonate with Republican primary voters, it is not because there are not enough moneyed elites to fund it or that the system is rigged. It is that even Republicans want big government to fix their lives. The diffused opinions and revealed preferences of voters are beating the concentrated interests of Republican thought-leaders (such as on free trade and immigration reform).
It seems a fair trade-off to putting in place a relatively pain free way of getting everyone a government issued photo ID to then acquiesce to Republican demands that the ID be produced before voting. A bargain requires something that both sides want.
