If I put the mouse over that line, the I-beam pointer changes to
parallel lines with up- and down-pointing arrows. By holding the left
button I can drag the line of symbols up or down a small amount. But
even if I highlight from the line before the symbols to the line after,
I can't delete them (or change their size). I can't highlight any
individual symbol or the entire line.
The symbols are small black squares, like characters 160, 161 or 162 in
the Wingdings2 symbol set. The space between each square is about the
same width as the square.
Any ideas where these symbols came from and how to delete them?

Could you post a screenshot or a copy of the line?
That is actually a border applied to the bottom of the paragraph. The
easy solution is to select everything [Ctrl a], select Format/Borders
and Shading, and click the None button on the left.
If you check out the styles used on the paragraph you'll see that the
border was somehow assigned to the style, so it will transfer if
copied and will seem to "move" when a paragraph is deleted.
You had to remove the XXX

I highlighted from the beginning of the paragraph before to the end of
the paragraph following the symbols, selected Format/Borders, and
clicked on Borders/box, then Borders/none. That got rid of it. Many thanks.
