According to the Help on this topic (and that's how it's worked since Word
6.0), the file name must match the file name of the *.lex file for that
language. For the most part, all "flavors" of a particular language share the
main dictionary. So, for English on my installation, the Exclude dictionary
would be: Mssp3en.exc
Depending on the version of Word you have, yours could be that, or
Mssp2en.lex, or something else, containing the letters EN for English.

Theoretically, Mssp3en.exc - the same as for US as the same lex file
is used for US, UK and Canadian lexicons. Australian is in
mssp3ena.lex, so a different exclude file is used.
You will have to experiment to verify that mssp3en.exc will work for
Ireland and other "spelling dialects" not directly supported.
Unfortunately the naming convention appears to preclude you from using
a locale id in the first line of the file as one may do with custom
dictionaries.
Theoretically, Mssp3en.exc - the same as for US as the same lex file
