OFF2000: Errors 1918, 1919, or 1909 When You Reinstall Office

SYMPTOMS
When you use the Hewlett-Packard recovery software to perform a system
recovery, and then attempt to reinstall Microsoft Office 2000, you may
receive one or more error messages similar to the following:
Error 1918. Error installing ODBC driver: Microsoft dBase Driver (*.dbf),
ODBC Error 13: Could not load the setup or translator library. Verify that
the file Microsoft dBase Driver (*.dbf) exists and that you can access it.
Error 1918. Error installing ODBC driver: Microsoft Excel Driver (*.xls),
ODBC error 13: Could not load the setup or translator library. Verify that
the file Microsoft Excel Driver (*.xls) exists and that you can access it.
Error 1918. Error installing ODBC driver: Microsoft Paradox Driver (*.db),
ODBC Error 13: Could not load the setup or translator library. Verify that
the file Microsoft Paradox Driver (*.db) exists and that you can access it.
Error 1918. Error installing ODBC drver: Microsoft Text Driver (*.txt,
*.csv), ODBC Error 13: Could not load the setup or translator library.
Verify the file Microsoft Text Driver (*.txt, *.csv) exists and that you
can access it.
ISAM msrd2x32.dll has no DllRegisterServer procedure!
Error 1919. Error configuring ODBC data source: MS Access Database, ODBC
error 11: Driver's ConfigDSN, ConfigDriver, or ConfigTranslator failed.
Verify that the file MS Access Database exists and that you can access it.
Error 1919. Error configuring ODBC data source: dBASE Files, ODBC error 13:
Could not load the setup or translator library. Verify that the file dBASE
Files exists and that you can access it.
Error 1919. Error configuring ODBC data source: Excel Files, ODBC error 13:
Could not load the setup or translator library. Verify that the file Excel
Files exists and that you can access it.
Error 1909. Error installing ODBC driver: MS Database, ODBC Error 13: Could
not load the MS Database. Verify that the file MS Database exists and that
you can access it.
CAUSE
This behavior can occur if there is a damaged or missing Open Database
Connectivity (ODBC) dynamic-link library (DLL) file.
RESOLUTION
To resolve this issue, use the following methods in the order in which the
steps are presented:
Method 1: Repair Damaged or Absent Open Database Connectivity (ODBC)
Dynamic-link Library (DLL) File
Download and install Microsoft Data Access Components (MDAC) 2.6.
Note To download the most recent version of MDAC, browse to the following
Microsoft Web site:

Restart your computer in a clean boot state. To use a clean boot option in
Microsoft Windows 98, follow these steps:
Click Start, click Run, and then type MSCONFIG in the Open box. Click OK.
In the System Configuration Utility (MSConfig) window, click the Selective
Startup button.
Click to clear all the check boxes for the options under Selective Startup.
Click OK to close the MSConfig window. Click Yes when you are asked to
restart your computer to enable the changes.
To use a safe boot option in Microsoft Windows 2000, follow these steps:
Restart your computer, and when the Boot menu appears, press F8.
When the Windows Advanced Options menu appears, select an option, and then
press ENTER.
When the Boot menu appears again, with the words "Safe Mode" displayed in
red at the bottom, select the installation that you want to start, and then
press ENTER.
To use a clean boot option in Microsoft Windows Millennium Edition (Me),
follow these steps:
Click Start and then click Run.
In the Open box, type msconfig and then click OK.
On the General tab of the System Configuration Utility dialog box, click
Selective startup. Clear the following check boxes under Selective startup:
Load static VxDs
Load environment variables
Process System.ini file
Process Win.ini file
Load startup group items
Note One or more of these check boxes may not be available, depending on
the files that are present on your computer.
Click the Startup folder tab so that it is in front, and then click to
select *StateMgr.
Click OK.
Click Yes when you are prompted to restart your computer.
In Microsoft Windows 95 and Microsoft Windows NT, follow these steps:
Hold the CTRL+ALT+DELETE keys until the Close Program dialog box or Task
Manager dialog box appears.
Select all items, and then click End Task. Do this until all that remains
is the Explorer.
Insert your Office 2000 CD-ROM into the CD-ROM drive or DVD-ROM drive.
Click Start, point to Settings, and then click Control Panel.
Double-click Add/Remove Programs.
Double-click the Office 2000 entry listed in the Add/Remove Programs
Properties dialog box.
Click Repair Office.
Click Repair errors in my Office installation, and then click Finish.
Note If the computer was upgraded from Microsoft Windows 98 to Microsoft
Windows Millennium Edition, you also may have to replace the Mswstr10.dll
file.
