recoding fonts for Unicode

Does anyone know of a (hopefully free) font creator or utility with
which I can recode exotic "legacy fonts" whose scripts have recently
received Unicode ranges (e.g. in Unicode 6.0)?

For instance, I have a font for "Pahlavi" that occupies
(approximately) the a to z slots of Basic Latin, but now there's a
range for "Inscriptional Pahlavi," and the only font I can find for it
is a horrible mono-line thing that has nothing to do with any
manuscript or inscription.

So, can existing TrueType fonts easily be reused?

(It would be nice if it could also convert PostScript Type 1, but
first I'd have to be able to get them from the Mac to the PC.)
