Mostly when receiving .txt jokes via email and the such, I'll import
them to Word 2000 to clean them up. They may be completely double
spaced. So I select the whole document, go to format, and click on
"single space". It doesn't get rid of the extra space. Neither does
selecting "normal" text or "plain" text for the whole document.

What is the secret in the documents where this problem exists?

Sounds like your text is double-paragraphed (Enter key hit twice between
lines). Click the Show/Hide button (the one with the ś on it) and see if
there are ś's between the lines. They could also have line breaks
between them which are curved arrows pointing to the left. Ctrl + H
brings up the find & replace dialog. In the Find What box put ^p^p and
in the Replace With box put ^p and replace all. If they are line breaks
put ^l^l in the Find what box and ^l in the Replace with box (Those are
lower case L's, not ones).
