Can I pin the L/R scroll bar to the centre of a custom view page?

I use a small screen so have to reduce the size of each open document to
review one and make notes in another. I prefer to be able to see all of what
I have written in each doc so want to fix/pin/lock the scroll bar at the
bottom of the page to the centre so the page doesn't keep moving. Is there a
way to do this?
