I found a workaround that can be useful when you have to submit a revised manuscript to a journal with all changes marked up:
Go to Markup options > Balloons and select "Show all revisions inline"
Then, go to Markup options > Preferences... and in the menu Markup / Deletions: select "Hidden", and in the menu Moves / Moved from select "Hidden".
This way, all the changes, irrespective of their origin, will be marked, while the continuous line number will not be messed up. However, you will not see the deleted text or where the moved text came from.
It is a shame that Microsoft has been unable to fix this bug after so many years.
