I am preparing a thesis for a client who would like to complete each chapter
as a separate document but keep footnotes/endnotes, references etc flowing
through all the documents as if they were the one document. He would also
like a table of contents for the full set.
Is this possible in Word2007?

thanks for your help

Tell your client that it is quite practical and much simpler to work on the
thesis as a single document. That's not to say that you can't keep the
chapters separate and combine them later, but the ultimate goal should be a
single document. It's possible to create a TOC for multiple files (see
http://pubs.logicalexpressions.com/Pub0009/LPMArticle.asp?ID=148), but it is
much, much simpler and more practical to create a TOC for a single document
after combining the chapters.
