Can't move pictures around?

What is the proper way to insert a photo so it can be moved around the page?
I am going INSERT / PICTURE / FROM FILE, but I can only resize it. Am I
supposed to put it inside of something so I can have more control as to its
position on the page.

You must be using Word 2000 or 2002, where the default wrapping style is "In
Line with Text." Select the graphic. This will display the Picture toolbar.
Click the Text Wrapping button (dog icon) and choose some other wrapping. If
you have Word 2002, you can make another wrapping style the default (Edit
tab of Tools | Options).
