I am looking for background/border/template to create a certificate in Word
2000

I want it too look like its printed on a scroll, you know a piece of paper
with the ends turned up (rolled back at the top and rolled forward at the
bottom of the page)

Can you do this?

There are quite a few scrolls in Clipart. Just type scroll in the find
box. You could set one as a background and do the text on top of it.

Also, FWIW, Geographics has a scroll-printed paper that would serve very
well. You can buy a package of 100 sheets for $5.49 at Office Depot--save on
your printer ink.
