List numbering won't restart automatically

Greetings
I am working on a long document in Word 97.

I use a style ("Numbered") to create numbered lists.

I then start a new paragraph and use the "Normal" style.

When I start a new "Numbered" paragraph after the "Normal" paragraph, the
numbering always continues the previous lists numbers instead of reverting
to 1. I have to go to the "Bullets and Numbering" set-up and select
"Restart Numbering".

This is slowly but surely driving me crazy. How do I get Word to
automatically start the numbering at 1 for each new list?

You might try reverting to the numbered list style called List Number
(the standard Microsoft name). My List Number style in several
templates (originally converted from Word 6) correctly restarts each new
list.

When I read the Microsoft Knowledge Base problems about modifying that
style definition, I created a new style called List Numbers based on
normal, and then encountered the restart problem, which is not
acceptable. For now, I'm going with List Number.

On the other hand, creating a new List Bullets style seems to be working
better (not losing the symbol or indent) than modifying the standard
List Bullet style. I'm still testing.

That is only the tip of the iceberg.
When you have numbered lists in subdocuments, and then open the master
document, all the lists are converted to one big long list.
It doesn't matter if you change each list to re-start numbering and save.
The next time you open the master document, it is one big long list again!
I have a 300-page software manual with this problem. Any ideas?

Using the "Heading" style (specifically, "Heading 1") in between lists will
cause numbering to restart. You can enter a blank paragraph or a title for
the list. Incidentally, the Heading styles can also be used to
automatically create a Table of Contents. This can be quite a timesaver,
especially when using lots of subdocuments.
