Inserting blank lines in Outline Numbering

When outlining I need to insert a blank line between outline groups.
Word automatically turns off the outline numbering when Enter is pressed
without any text. How can I get around this without having to restart
the outline numbering?

b.
c.
d.
this is the blank line I would like to insert between
outline groups. obviously a multiple choice test/quiz
2.

Use Skip Numbering. The button can be added to your toolbar and/or shortcut
menus by selecting Tools + Customise. On the Commands tab, select All
Commands. Scroll to Skip Numbering and drag it onto a Toolbar; if you want
to put it on your shortcut menus, switch to the Toolbars tab, select the
Shortcut menus checkbox, go back to the Commands tab, and drag Skip
numbering onto as many of the Text shortcut menus as you can before you get
wrist-ache! THen hold Shift down, and select File + Save All. It's a very
useful button and I don't understand why it's not on any toolbars by
default.

What you want is not a "blank line = empty paragraph" but Space Before. Add
it to your numbered paragraph; 12 points is usually sufficient for most body
text sizes, and you can do this easily with Ctrl+0 (that's a zero).

Use as "soft return." Use "shift enter" rather than just "enter" to get the blank line while maintaining your numbering. Wish I could build this into the outline format: adding space before or after paragraphs does it all for ALL paragraphs, not just level one paragraphs.

This is a rather old thread, but, assuming that each level of the multilevel
list is associated with a paragraph style (see
http://shaunakelly.com/word/numbering/numbering20072010.html), you can add
Spacing Before to the level 1 paragraph style.
