Can't type on last line of page (line numbering)

I have Word 2000. Set up to type 25 double-spaced lines
per page (legal transcripts). When I get to Numbered
Line 25, and as I'm typing, the type and page "blink" and
moves that last line down to the next page. In other
words, Numbered line 25 is blank on each page. I've
tried changing margins but Word won't take a .25 bottom
margin (at least with this auto numbering thingy) and I'm
really stumped. Any help would be GREATLY appreciated.

Hi, Penny. Select the whole document by pressing Ctrl+A, then click on
Format | Paragraph | Line and Page Breaks tab | uncheck the
"Widow/Orphan control" box.
