Formatting a document

Hi
I know this would have been addressed somewhere, maybe someone could
direct me to a more detailed run down on how to use ouline numbering in
a document that was formatted in another word processing program and all
the formatting is all over the place. I understand the basics of outline
numbering and have tried attaching outline numbering to heading styles
but I cant get following sections to run on sequentially. ie there are
50 sections
Section 1
1.1
a
b
c
d
i)
ii)
Section 2
2.1
a
b
c
2.11
I am trying to format a constitution and Im going insane.

Any help of where to get info or if it has been addressed previously
please let me know,
