Change 1.1, 2.1, 3.1 to 1.1, 1.2, 1.3

Hello! I've spent the last hour or so poring over the most popular numbering guides, and comparing previous docs I've created with the formatting I want, and I can't for the life of me find where I can make the change I want. The current structure goes like this:

1.
1.1
2.1
3.1

I would like it to go like this:

1.
1.1
1.2
1.3


I'm sure there's something small that I'm missing, but I can't find which specific aspect of the style controls this change! Argh!

It seems as if the previous and the current level number have been confused
in the number format. I can't give you specific instructions, though, unless
you tell me which version of Word you are using.
