I checked the document for direct formatting applied to styles and
cleared them all and reapplied the Heading styles.
I can't figure out why I'm getting bold page numbers in the TOC and
don't know where else to check.
I'm using Word 2007 on XP system
For a start, I would suggest making sure that TOC 2 is not based on TOC 1
(or that it at least explicitly includes Not Bold as part of the
formatting). FWIW, although all the TOC styles are set to update
automatically, I find that this works more dependably for paragraph
formatting than for font formatting, so you may have better luck setting the
font formatting directly through the Modify Style dialog.

My TOC is showing ALL page numbers as bold while the main Heading is
unbolded. That is for the TOC 2 level. TOC 1 is bold headings and bold
leader dots and bold page number.
The TOC style is based on paragraph, not TOC 1. I can't figure out
what is going on. It is a new problem with this template.
If, in addition, the TOC 2 style is formatted in bold text, that would explain why the page number is in bold.

Have you changed the font in the document defaults? Or have you used a
different font for either of the TOC styles (aside from the bolding)?
