The only way I could replicate your problem was to tell the Equation and
Figure labels to pick up the chapter numbers from different styles, but only
number the style the Equation caption uses.
I think most people use Heading 1 style for the Chapter Number, so I'll
assume that you have, too.
Check all the following:
1. Insert | Reference | Caption and choose the Equation Label. Then click
Numbering. Make sure Include Chapter number is ticked, and that "Chapter
starts with style" shows "Heading 1".
2. Do the same thing for the Figure Label. Make sure it's pointing to
Heading 1 to pick up the chapter numbering.
3. Make sure you have some text in the document in Heading 1 style, and that
Heading 1 style is set up to be numbered. If the Heading 1 style isn't
numbered, there is no number for the captions to pick up, and Word displays
(eg) Figure 0.1.
