Numbering not restarting after using Shauna Kelly's method

So I followed Shauna's method for Word 2010, as described at
http://www.shaunakelly.com/word/numbering/numbering20072010.html. I
created my heading formats and my list style. I associated my list
style's levels with my headings. Headings 1 and 2 have no numbering.
Heading 3 is intended to be used for a numbered list and is setup with
"1, 2, 3" numbering style. I specified that the numbering for this
level, Level 3, restart after Level 2.

Nonetheless, the numbering of my Level 3 / Heading 3 text is *not*
restarting after an intervening Level 2 heading. What a I doing wrong?

you created a list style and linked "Heading 1", "Heading 2", "Heading
3" to level 1, level 2, level 3 of the list style. So it looks like
Figure 4?
For level 2 you have enabled "Restart list after: Level 1". For Level 2
you have enabled "Restart list after: Level 2"?
For example, in your document you applied "Normal" style, followed by a
"Heading 1" paragraph, followed by a "Heading 2" paragraph. Both don't
apply numbering. To the next paragraph you applied "Normal" style,
followed by a "Heading 3" style. Numbering of "Heading 3" continues
numbering of former "Heading 3" paragraphs instead of restarting with
"1"?
Please, select all instances of "Heading 1", "Heading 2", "Heading 3"
and press Ctrl+Q to reset paragraph formatting.
