Is there any way to change the outline level for the the built-in
heading styles (Heading 1, Heading 2, etc.)?

When I open the paragraph formatting panel, the Outlone Level field is
greyed out. Everything else is can be changed.

I do not want to create a custom style, because I want to be able to
use Alt+Ctrl+2 to assign the style.

No,you can't change the outline level of the built-in heading styles. You
can, of course, modify the styles to have any other formatting you prefer.
AFAIK, you can assign Alt+Ctrl+2 to another style; you may need to remove
the assignment from Heading 2 first.

However, you can assign different *TOC levels* to headings.
