Keep Lines Together not working as expected.

We have a letter where the signature block falls on a page by itself.
We have selected the last few lines of a paragraph and 3 single lines
of text along with the table that has the signature block. Gone to
Format | Paragraph | Line and Page Breaks. Widow/Orphan control and
Keep lines together have been selected. Clicked OK. No change to the
document.

If we choose Keep with next, then the whole paragraph will move to the
next page along with all the other lines. This leaves too much space
on the first page.

Shouldn't this be possible without having to use a Page Break?

We are using Word 2000.

You're a WordPerfect refugee, obviously. In WP you can select a block of
text and use Block Protect to keep the lines together. Word works
differently. Each of the options you mention applies only to whole
paragraphs. If you set "Keep lines together" for a paragraph, then all the
lines of that paragraph are kept together; it will not be split over a page.
"Keep with next" keeps it with the following paragraph. To accomplish what
you want, you need to set *only* "Widow/orphan control" (on by default) and
"Keep with next." This makes sure that at least two lines of the paragraph
will be kept with the following paragraph. If the three single lines of text
are separate paragraphs, then each one needs to be set to "Keep with next"
(if they're part of the same paragraph, you can use "Keep lines together").
