I am trying to customize a bullet system that integrates
both the main bullets and sub-bullets. So far I can only
customize each bullet type indiviually, and save it as its
own style...is it possible to create/modify an entire
system and save it to a template for later use on other
documents?

Yes. You need to use the Outline Numbering tab of Format | Bullets and
Numbering to do this, and you need to carefully follow the instructions at
http://www.shaunakelly.com/word/numbering/OutlineNumbering.html. Once you've
got your styles working as they should, save them to the template.
