Probably not - but if that header table is there only to repeat the header
of the table, you can do this in the table itself.

I have a table in a header in a Word 2000 doc. The body of the doc starts
with another table. Naturally, there's a slight "gap" between the header and
the table in the body. Is there a way to remove the gap so that the header
is immediately above the table in the body of the document?

Word always inserts an empty paragraph following a table. You can format it
as one point or hidden, and this will reduce the gap. As Graham says,
however, if you're doing this ONLY to get repeating headings, you can do
this just by tagging the first row(s) as Headings on the Table menu.
