In Word 97 any template placed in the root Templates folder will appear on
the General tab (if you're not sure where to find the Templates folder, look
at the File Locations tab of Tools | Options). Each of the other tabs
represents a subfolder within the Templates folder. You can create new
subfolders and thus create new tabs. You can also add templates to the
existing tabs by storing them in the corresponding subfolders.
In Word 2000, the templates that ship with Word ("installed templates") and
the templates you create ("user templates") are stored in different folders
(Normal.dot is stored with the user templates). Once again, you can find the
locations through File Locations in Tools | Options. You can still create
new tabs by adding new subfolders to the user templates folder. To add
templates to existing tabs, however, you must create subfolders in the user
templates folder with the same names as those in the installed templates
folder and put your templates there.

You forgot to mention that those new folders in Word 2000 (not the ones with
the same names as the defaults, but personally named template folders) must
actually contain templates before they will appear on the tabs. This can be
confusing when someone creates a folder with a view to it containing
personal templates and then finds it does not show up amongst the tabs.
Clearly in the case of duplicating the existing folder names, this does not
arise.
