Master Document and Sub Documents Heading 1 not restarting after section break

Hello
I have created my master document and sub documents, however, in two places the Heading 1 style has restarted from 1, unfortunately the other twelve sub documents start at different numbers.
Template
I have checked my template to ensure that the styles are all the same, etc.
Section breaks are throughout without a header and footer in the cover page and the other pages have headers and footers.
Note the footer does not change throughout the sub documents
Sub documents
When opening each sub documents they are all starting from 1.
There is one section break in each of the sub documents due to the cover page not having a header and footer.
After the section break there is the TOC and the header with the subject of the section. Note that the header is different per sub document, as mentioned above.
