can you get a bullet point to cover several paragraph?

I have Word 2000, and I sometimes need to write an article with
several 'points', each point being so long that it has to be split
into paragraphs. I like to leave an empty line between paragraphs.

When I highlight it all, every paragraph gets a bullet point or
number.

Is there any way to make each number or bullet point cover several
paragraphs?

One way to implementing bullets as per your need is by creating a new
style.

Below steps should help you.
1: Create a new Style ( say: Bullet1)
2: Click Format and then click Numbering… Click on Bullets tab and
select a suitable bullet
3: Again click Format and then click Paragraph and Under Spacing -
Before --> provide a value of 12 pt; uncheck ‘Don't add space between
paragraphs of the same style”
4: Apply this style to the paragraphs which you wanted to convert to
bullets.

If you wanted to have these paragraphs in Numbering format, follow the
above steps.

Use one of the List Bullet styles for your bulleted paragraphs and the
corresponding List Continue style for the continuation paragraphs. They have
an indent that matches the hanging indent of the bulleted style. You can
modify either or both styles to your preference wrt font, Spacing
Before/After, etc.
