When I highlight it all, every paragraph gets a bullet point or
number.
Is there any way to make each number or bullet point cover several
paragraphs?

One way to implementing bullets as per your need is by creating a new
style.
Below steps should help you.
1: Create a new Style ( say: Bullet1)
2: Click Format and then click Numbering… Click on Bullets tab and
select a suitable bullet
3: Again click Format and then click Paragraph and Under Spacing -
Before --> provide a value of 12 pt; uncheck ‘Don't add space between
paragraphs of the same style”
4: Apply this style to the paragraphs which you wanted to convert to
bullets.
If you wanted to have these paragraphs in Numbering format, follow the
above steps.
