How can I delete footnote ghost?

I have a document which contains a number of footnotes. There is no problem
with the first few footnotes. Then on page 5 of the document, the footnote
numbering skips from 3 to 5. There is a empty paragraph return visible in
the footnote pane between footnote 3 and footnote 5. The page itself has the
usual superscript footnote references to 3 and 5 but none for 4. When I
right-click on the empty paragraph marker and choose "go to footnote" it
brings me to a point in the text where there is no visible footnote
reference mark. I have tried removing all formatting from this paragraph and
deleting this paragraph and the ones above and below -- but all to no
avail. It seems there is a ghost in there which just moves on into the next
paragraph.
Is there some way of getting rid of this empty footnote without recreating
the document?
The document was created in Word 97 on Windows 98.

Hi Mary:

Are there perhaps pending Tracked Changes in the
document? Go to Tools / Track Changes / Accept or Reject
Changes and see if it'll let you Accept all changes.

The Track Changes function can interfere with deleting
footnotes.

Only one possibility ...
