Delete a section break

I would have thought deleting a section break was relatively easy: just
select the thing and tap the delete key. Well, that works, but (for a
continuous section break) it magically turns the one above from a next page
section break to a continuous one! I have tried many combinations of adding
page and section breaks above and below and deleting them together and
independently, but nothing seems to work.
