Moving pictures in Word XP

In Word 97 I was able to insert a picture using
the "insert - picture - from file" command then easily
move the picture up and down or right and left by
clicking on the picture then using the appropriate arrow
key. I have a new computer with Word XP installed and
find I am unable to perform this simple procedure. Is
there some way to execute this in Word XP?
