Make clipart moveable by using edit picture

How can a copy clipart and edit it to move around a document? I usse to be
able to right click the object click edit picture then bit

Making it movable has nothing at all to do with copying or editing it.

A graphic can be "in line with text", in which case it behaves like a
single character; its position is determined by the characters that
come before it in the document.

Or it can be "floating", so you can place it anywhere on the page.

When the picture is selected, the Picture toolbar should be visible
(except in Word 2007, where the Picture Tools ribbon appears instead).
One of the buttons there is the "Text Wrapping" button, which looks
like a silhouette of a dog against a background of lines. Click that
button to get a menu, and select anything except "In line with text"
to make it "floating" with various kinds of wrapping of the text
around it.

There's an option that lets you set the initial wrapping for any
graphic you insert.

A software named "Animal Cartoon House" includes a lot of vector
format animal cartoon clipart. Ordinary users may be interested and
use it with MS office. And it's free :)
