My document contains jpg images with captions for each. These pairs are
both inside a text box. I would like to insert a cross reference with
hyperlink to the "Figure label and number only" into the body text of
the document (outside the textbox). However, the references do not
appear when I try to insert them. Any suggestions to solve this
problem would be appreciated. Thanks.

Anything in a document's drawing layer is not "visible" to the
cross-referencing system. Convert the textboxes to frames (you'll find a
button in the Textbox tab of the Format dialog box) and the problem should
be resolved.

As pointed out in a response to your (?) duplicate question here or
elsewhere, captions in text boxes cannot be cross-referenced (or included in
a List of Figures) because Word does not "see" text in the drawing layer.
There's a button on the Text Box tab of the Format Text Box dialog for
converting the text box to a frame. Once the text is in a frame, you should
be able to insert a cross-reference.
