The standard shortcut key is Ctrl+Alt+? -- or you can hold down the
Alt key while typing 0191 on the number pad (with NumLock turned on)
to get �. Or you can use the Insert > Symbol dialog. See

Or, set the language to Spanish, and a normal question mark will be
AutoFormatted to an upside down one in appropriate places.
