I am trying to type a form where there are blank lines to be filled in by the
applicant. The body of the form is in 1.5 spacing, except for the line
directly under the blank line; this text should be 1.0 spacing. When I try to
change it, the whole paragraph changes to 1.0 spacing.

When you change the line spacing in Word, it changes for an entire
paragraph. Try adjusting the Spacing Before (in Format | Paragraph,
Indents and Spacing tab) of the first paragraph instead. If you really
want to change the line spacing, split the paragraph (creating a
single-line paragraph if necessary), by pressing Enter at the
appropriate location.

On the other hand, if the problem is that changing one paragraph
changes all the text in the document, see
http://word.mvps.org/FAQs/Formatting/WholeDocumentReformatted.htm.
