In Word 2003's Tools Menu, under Options: How can I specify where to make a
local copy of files stored on network?

You can't.
Two possible workarounds:
http://www.gmayor.com/automatically_backup.htm
Download the Synctoy tool
http://www.microsoft.com/windowsxp/using/digitalphotography/prophoto/synctoy.mspx
The latter will maintain synchronisation between two folders.
