how to convert scanned documents into MS word

i recieved an e-mail from a co-worker asking me if i knew how to convert a
scanned document into something they could edit, i'm not sure how to do it
was wondering how i would go about doing it?
the document opens with microsoft photo editor. would like to open it with
publisher if possible.

You need to use optical character recognition (OCR) software to "read" the
picture of text and output real editable text. Some sort of OCR software is
usually bundled with the scanner hardware, or you can buy it separately.
